"Probably 10 years before we started Kerr Drug, I was working with the University of Pittsburgh pharmacy school to develop the concept of a community health center based in a drugstore and run by a clinical PharmD," Civello told Drug Topics. "The problem was that we were part of JCPenney. Even though I was president of the stores division, there were just too many layers of bureaucracy and approvals to get it done."
