The American Legacy Foundation applauded the New York State Department of Health for petitioning the Food & Drug Administration to allow over-the-counter sales of nicotine replacement therapies in all retail locations where cigarettes are sold. The American Legacy Foundation develops programs that address the health effects of tobacco use, especially among vulnerable populations disproportionately affected by the toll of tobacco.
