Navigating the DSCSA Road Throughout 2026

Matt Sample from Cencora discusses current DSCSA developments on the rise for pharmacy businesses in 2026—namely small dispensers that have been under exemption.

As the pharmaceutical industry moves toward full implementation of the Drug Supply Chain Security Act (DSCSA), the focus has shifted from global manufacturers to the local neighborhood pharmacy. While large-scale wholesalers and dispensers met their primary milestones in late 2023, a critical regulatory deadline is looming for small dispensers—those with 20 or fewer employees. These smaller entities were granted a 2-year exemption, making November 27, 2026, the final date for compliance.

As Matt Sample, senior vice president of manufacturer, quality, and replenishment operations at Cencora, tells us, the current climate is a “state of stabilization.” Although the initial rollout for larger players was relatively smooth, the sheer scale of the US supply chain presents a challenge. With over 5 billion products moved annually, even a minuscule error rate of 0.05% results in a massive volume of problematic products that require tracking and resolution.

For small pharmacy owners, the risks of waiting until the last minute are twofold. First, operational hurdles such as system integrations and obtaining Global Location Numbers (GLNs) can take up to 2 months to finalize. Waiting until the deadline could leave a pharmacy unable to process data correctly when the exemption expires.

As we prepare to dive deeper into these strategies, the message for small dispensers is clear: Compliance isn't just about high-tech integrations; it’s about stabilizing operations and ensuring that documented proof of compliance is ready in a drawer before the 2026 milestone arrives.
